Create a rectangle

Copy to the opposite side

Double click on the rotate tool

Click Copy

Press Ctrl + d to repeat

Create another rectangle with a larger size and repeat the previous steps

Create another small circle with a different color

Stroke :None

Effect > Blur > Gaussian Blur
